The difference between the Mahalwari and the other two systems can be described as follows:

The land revenue system was implemented by the British government to get a fixed revenue from the farmers. There were three systems- Permanent settlement, Mahalwari system and Ryotwari system implemented at different places according to the local situations.

In the Mahalwari system, the area was inspected and carefully divided into clusters of villages called Mahal. The British appointed a person, generally the village headman to collect the revenue. The Zamindars didn't have any control over this system. This system was implemented in modern state of Uttar Pradesh.

On the other hand, In the Ryotwari System farmers paid land revenue directly to the state. Thomas Munro introduced this system in $1820$ .

Similarly, in the Zamindari system, the landlords collected tax from farmers. The land was given on rent to the farmers. The Zamindars became the landlords of this settlement. This system was prevalent in Eastern India and Parts of Varanasi.
