There are three levels of governance in India: the Central Government, the State Government, and the Local Government. Despite the fact that each level of government manages the same region, they each have their own jurisdiction in terms of administration, taxation, and legislation.

At the district level, the political head is the president of the Zilla Parishad. All decisions are made under his direction. The DM is the administrative head in charge of carrying out the Zila Parishad's decisions. This is an example of power-sharing. We can relate it to the division of power between the legislative and executive branches. As a result, it is appropriate that the district be administered by the DM.
