Inter-state water conflicts occur when two or more than two State Governments disagree over how to share water and other resources from rivers and other bodies of water. The disputes develop as a result of unresolved issues with the cost and benefit-sharing of multi-purpose projects on these rivers.

In India, the Kaveri River Water dispute between Tamil Nadu and Karnataka has gained headlines the most. Kaveri emerges in Coorg district of Karnataka state. But according to pre-independence treaty between Madras Presidency and Mysore state, the erstwhile Coorg province was not included in that treaty which raise a question about the validity of the treaty. While Mysore demanded the equal sharing of water, the Madras Presidency referred to the pre-independence treaty according to which thousands of acres of land already developed heavily on the existing pattern of usage, any change in the pattern would adversely affect the millions of farmer livelihood in the state.
