The given cartoon can be applied to China because they have a one-party rule. So China cannot be said to be a true democracy because before contesting elections, a candidate needs the approval of the Chinese Communist Party.

Mexico has a multiparty system consisting of three large political parties which are the Revolutionary Party (IRP), the National Action Party (NAP), and the Party of the Democratic Revolution (PDR). The cartoon can be applied to Mexico until the $2000$ election because they used to play dirty tricks to win elections after which Mexico became a coalition government.

The crown of leaves on democracy signifies that it has won in some countries of the world, but it is still not accepted by all countries.
