a) Money bags represents the corruption that is present in all democracies of the world. Tampering with election results, bribing the voters, and tampering with the EVMs are persistent evils that had to be fought against to establish a true democracy. In many democracies, candidates contesting elections are selected based on their monetary power and muscle power instead of the will to serve people.

b) This cartoon also applies to India because, despite the Election Commission's strict warnings, money is spent recklessly to buy votes, tamper with results, and engage in other malpractices, whenever there is an election in the country.
