The policeman is wearing a mask which is covering his nose and mouth. Note: Air has a lot of harmful components like smoke and dust. Wearing a mask helps the wearer to only allow the non-harmful components of air to enter the mouth and the nose with the help of filters.

The air quality of the place is very poor as it is polluted with smoke from automobiles, dust and other harmful gases. Note: We can see from the photo that the policeman is standing in a crowded city. It means that the population density of the place is very high. This makes the air of the place of poor quality because of the increased usage of vehicles and other polluting machinery.
