The picture represents goals of two groups of people at the same time. It shows the visions and goals of the poor and the deprived ones as provision of electricity, health care, water, sanitization and educational facilities. These people should be provided ownership of land of the area that they live in. These people are devoid of all the basic facilities of life. The urban poor have many development goals which are related to basic facilities of life.

On the other hand, it also represents the development goals for the city dwellers. They might hope for the removal of the slum from their view as it is unhygienic and it disturbs the location. Their concern would be the scenic beauty.
