Draw any line segment $\stackrel{-}{\mathrm{P}\mathrm{Q}}.$ Take any point $\mathrm{R}$ not on it. Through $\mathrm{R},$ draw a perpendicular to $\stackrel{-}{\mathrm{P}\mathrm{Q}}.$ (use ruler and set-square)

Draw a line $\mathrm{l}$ and a point $\mathrm{X}$ on it. Through $\mathrm{X},$ draw a line segment $\stackrel{-}{\mathrm{X}\mathrm{Y}}$ perpendicular to $\mathrm{l}.$
Now draw a perpendicular to $\stackrel{-}{\mathrm{X}\mathrm{Y}}$ at $\mathrm{Y}.$ (use ruler and compasses)
