Ashoka is recognised as one of the greatest kings in Indian history because of his social welfare measures. He attempted to develop a set of norms and laws known as the Dhamma which urged people from diverse cultures and religions to coexist under the Mauryan empire in peace and harmony.

Ashoka called for tolerance of various religious sects in order to attain harmony. Dhamma's doctrine also placed a strong emphasis on non-violence, which was to be practised by abstaining from war and conquests as well as by not killing any animals.

His teachings placed a strong emphasis on acceptance, tolerance, and the idea of treating slaves and labourers with respect.

Finally, the term "ethical order" or "moral law" is frequently used to describe his doctrine of the dhamma. Due to this reasons his dhamma was a way of life.
