Draw a line segment $X Y$ of length $12 cm$ .

Then draw any angle $∠ R X Y$ whose measure is less than $90 °$ .

Then draw another angle $∠ X Y S$ of same measure on the opposite side of $∠ R X Y$ .

Then take any radius and make an arc on ray $X R$ at $A$ and with same radius taking $A$ as centre make an arc on $X R$ at $B$ . Similarly, make two more arcs at $C and D$ on $X R$ .
