The English East India Company wanted a permanent solution for their administration and did not want to take the trouble of assessing the revenues again and again, so, in $1793$ , they introduced the Permanent Settlement.

According to the terms of the settlement, the rajas and the in-charge of talukas became the zamindars. Their task was to collect rent from the peasants and pay revenue to the Company.

The landlords were required to pay a fixed amount. It was agreed that this would not be increased in the future. They had a view that this would encourage the zamindars to invest in farming activities to improve the land. They would have benefited from the system as the revenue wouldn't have increased, but productivity could have been increased.

The zamindars had the threat of losing their zamindari. Thus, zamindars forced the peasants to pay a higher amount of their agricultural output to meet the demands of the government without improving productivity.
