Differentiate between Cabinet and Council of Ministers

The Council of Ministers and the Cabinet Ministers are important instruments of the government. Their main differences are:

(i) The Council of Ministers consists of Cabinet Ministers, Deputy Ministers, and Ministers of State, and it is up to the Prime Minister if they wish to consult the Council of Ministers on issues of important decisions whereas, the Cabinet Ministers consists of superior officers who holds important positions such as defense, education, etc., and the Prime Minister often seek their counsel on decisions. The decision of the cabinet is binding to all ministers.

(ii) The Council of Ministers enforces collective responsibility to the Rajya Sabha whereas, the Cabinet Ministers enforces collective responsibility of the council to its members.

(iii) The Council of Ministers usually consists of $60 - 70$ members of the government and meeting between them is rare whereas, the Cabinet Ministers has around $15 - 20$ members and they often meet frequently to formulate policies and discuss important issues.
