The Limitations of the Civil Disobedience Movement can be discussed as follows:

The Participation in the Movement was limited as it was not supported by the Industrial working class. However, the industrialists took part in the movement, but the workers refused to become a part of the Movement.

Similarly, the concept of Swaraj was not received well by all social groups. For instance, the Dalits were ignored by the Congress in order to gain support of the High-Caste Hindus. Nonetheless, Mahatma Gandhi declared that it would be difficult to attain Swaraj without the inclusion of the Dalits.

Many Muslims also felt alienated from the movement because of the decline of the Khilafat Movement. Congress was perceived as more visually associated with the Hindu Mahasabha. This Stance was not received well by Muslim League and led to the outbreak of communal riots.

The Participation of the Dalits was limited because of the following reasons:

The Dalits demanded a separate electorate for themselves and began organising themselves in organisations. Hence, they disassociated themselves from the National Movement.

Mahatma Gandhi and D.R. B.R. Ambedkar clashed during the Second Round Table conference. Ambedkar demanded a separate electorate for the Dalits, but his demand was ignored by the Congress.

Defying Salt Laws: Gandhi defied the British by manufacturing salt in Dandi. Boiling seawater was used to produce salt, several groups joined Gandhi in this process. He explained the importance of Swaraj and non-violence to his supporters.
Non Payment of Taxes: The peasantry opposed the salt tax levied by the British. The peasantry refused to pay revenue taxes to the British government. Other than this, the peasantry also refused to pay taxes and revenues imposed by the British.
