Muhammad Bin Tughlaq was the most learned sultan. He initiated a few administrative measures all of which failed.

He introduced three projects-shift of capital from Delhi to Daulatabad, introduction of token currency, raising of land tax in the Doab region to fifty percent-all of which weakened his power and authority.

Tughlaq wanted to shift his capital from Delhi to Daulatabd as he thought it was more centrally located and administration would be easier. Tughluq summoned all the slaves, nobles, servants, Ulema, Sufis to Daulatabad. However, he was proved wrong. He withdrew the measure and asked the people to shift back to Delhi that caused great resentment amongst the people.

Muhammad Bin Tughlaq did experiment with currency system and taxation system for which he faced severe criticisms.

Tughlaq introduced a token currency of Bronze coins to be used in place of silver coins called tanka. However, the experiment proved to be a major failure. Soon, people started to forge coins in their homes and silver coins disappeared from the market. There were too many forged coins and the market became uncontrollable. He had to withdraw the currency and compensate the sufferers.

Tughlaq increased land tax in Doab region to fifty percent of the produce. This was done at a time when the region was experiencing a famine. The peasants became enraged at this. Historian Barani has mentioned that peasants fled their homes after setting their fields on fire.
