By indulging in government activities and by being moderate in their approach to British rule in India, Indians were a cause for British success in India.

This was a censorious evaluation of many professionals in Government service like lawyers, doctors and bureaucrats who despite being Indians chose to serve their colonial masters and were the hands and mouths of colonial oppression on local Indians. He condoned this attitude of servitude and acquired of British overlordship.

He gave a call for these professionals to vacate their service and join the National Movement. Hence, he brought out the Non-cooperation Movement.

He was of the opinion that a few thousand British officers could rule over such a populated country only with the help of Indian bureaucrats and soldiers in British service and was of the opinion that the foreign rule could end only when Indians assisted of British rule would stop working for them.
