Atomic number $38 = 2, 8, 18, 8, 2$
The elements with atomic number $12$ and $38$ both have $2$ valence electrons in their outermost shell. Therefore, elements with atomic numbers $12$ and $38$ have chemical properties resembling calcium.

The element with atomic number $12$ is magnesium, $38$ is strontium, $21$ is scandium and $19$ is potassium. Calcium, magnesium and strontium belongs to the same group(group $II$ ). Potassium, scandium and calcium belong to the same period(period $4$ ). The metallic character of elements increases down a group and it decreases across a period.
