The light ray does not deviate at the semicircular boundary of the plastic block because the boundary is perpendicular (normal) to the direction of the incident light ray. When light travels from one medium to another with a different refractive index, it undergoes refraction, which causes it to change direction. However, when the boundary between the two media is perpendicular to the incident light ray, there is no change in the direction of the light ray; hence, there is no deviation. This is known as normal incidence, and it occurs when the angle of incidence is zero degrees.
