The Permanent Settlement in Bengal was introduced by Lord Cornwallis, the then Governor-General of Bengal, in the year $1793$ . It was essentially an arrangement to adjust the income from the land between the East India Company and the Zamindars. This system was also known as the Zamindari System.

Three basic characteristics of the Permanent Settlement of Bengal were:

The Zamindars (Landlords) were made the hereditary owners of the land given by the British. They and their successors had to pay the revenues to the East India Company for an indefinite period.

The Company (EIC) would not maintain any direct contact with the peasants.

The Company's share in the revenue got fixed permanently. Landlords had to pay a fixed amount every year to the company, irrespective of profit or loss. Hence, a huge burden fell on the peasants.
