Current always flows from positive terminal of a battery to negative terminal of battery through the whole circuit. In case A, current will flow from positive terminal Q to negative terminal P. In case B, current will flow from positive terminal P to negative terminal Q.

Current is flowing in both the cases. So, the bulb will glow in both the cases. Note: Current will flow from the positive terminal to the negative terminal of the cell in both cases.

The amount of current and voltage of the circuit decides whether the bulb will glow bright or dull. It is not affected by the direction of the current flow. Hence, the brightness of the glowing bulb does not depend on the direction of the current flow.
