The moderate leaders like Gopal Krishna Gokhale, Dadabhai Naoroji, etc., presented their demands to British governments through petitions, resolutions, speeches, etc.

Their whole attitude was of reconciliation and not of confrontation.

On the other hand, the Extremist leaders like Bal Gangadhar Tilak, Lala Lajpat Rai, etc., believed that the people of India could not get their rights through prayers and petitions.
