We have to use both the digits equal number of times to make four-digit numbers. So, we have the digits $2, 2, 3, 3$ (using both the digits two times).

Therefore, the different four-digit numbers can be formed are $2233, 3322, 2323, 3232, 2332$ and $3223$ .

When we compare the numbers with the same number of digits, we look at the digit in the highest place of the numbers and so on.

So, the numbers with the digit $3$ at the thousands place are greater than the numbers with the digit $2$ at thousands place. Again, among the numbers with the digit $3$ at the thousands place, the number with the digit $3$ at the hundreds place will be the greatest number.

Similarly, among the numbers with the digit $2$ at the thousands place, the number with the digit $2$ at the hundreds place will be the smallest number.

So, the greatest four-digit number is $3322$ and the smallest four-digit number is $2233$ .

Hence, we can make $6$ different numbers using $2$ and $3$ both the digits equal number of times.
