Magnesium chloride consists of a divalent cation magnesium two monovalent anions that are chlorides. The oppositely charged species will exhibit a strong electrostatic forces of attraction that results in the formation of ionic or electrovalent bonding in ${MgCl}_{2}$ i.e., magnesium chloride.

Tetrachloromethane, consists of a carbon atom, which is tetravalent, that shows tremendous property to share its electrons with four different chlorine atoms resulting in the formation of covalent bonding in ${CCl}_{4}$ i.e., carbon tetrachloride.
