The Period of Stagnation-Swarajists, and Gandhiji
1. The Chauri Chaura Incident 1922, and the consequent withdrawal of the Non-Cooperation Movement, resulted in the clash of opinion with the Indian National Congress.
2. One group was of the No Changers who have sill faith in the Gandhian methodology and focus on the constructive rural work. Some prominent leaders of this group were Dr. Rajendra Prasad, C. Rajagopalachari, Sardar Patel, etc.
3. The other group advocated the entry into the council and called themselves Swarajists. Motilal Nehru and C. R Das were the prominent leaders of this group.
Formation of the Swaraj Party and the response of Gandhiji
1. In December 1922, the Gaya session of Congress took place headed by C. R Das.
2. C. R Das proposed the entry into the council, but the resolution was declined by 1740 votes against 890 votes.
3. Even after the defeat of the proposal, C. R Das and Motilal Nehru constituted the Swaraj Party and start preparing for the upcoming election in 1923.
4. Mahatma Gandhi was worried regarding any further bifurcation in the Indian National Congress, hence signed a statement with Motilal Nehru and C. R Das, asserting that the Swaraj Party would represent the INC in the council.
5. In the Belgaum session, the proposal was placed by Gandhiji and was passed too.
6. The Swaraj Party started working and achieved a milestone by defeating the Public safety Bill and exposing the limitations of the Government of India Act 1919.
