Government is the institution that frames laws, plans and schemes for the welfare of the people. The constitution of India provides a set framework for the government to function. The duties of government to uphold the right to food of the people are as follows.

All people should get food.

No one should go to sleep with an empty stomach.

People who are most vulnerable to hunger like the elderly, disabled, and widows should get special attention.

There should not be any death because of malnutrition or hunger.

(a) In $2001$ , a drought in Rajasthan and Odisha caused a food crisis for millions of people. However, the government godowns were overflowing with grains and even getting wasted. This situation of hunger amidst plenty was not acceptable to people. The sentiment is captured in the poster for the right to food campaign.

(b) ‘Hunger amidst plenty’ an organisation called the People’s Union of Civil Liberties or PUCL filed a PIL in the Supreme Court. It stated that the fundamental Right to Life guaranteed in Article of the Constitution included the Right to Food. The Supreme Court ruled that the state had a duty to provide food to all.
