Different Ration Cards: The introduction of three types of ration cards and three kinds of prices for the same article has made the Public Distribution System more complicated. APL card owners have to give almost the same price as that of market price, so they purchase good quality ones from outside. This results in unsold stocks and which are then dumped back in FCI.

Prevailing Hunger: A situation of overflowing granaries are common with food grains eaten by rats or are rotten, but we can hear about starving people. In this sense, PDS is not completely successful in reaching the common masses. Poor accessibility and affordability can be the reasons behind it.
