The concentrated solution of an acid is an acid when a large amount of acid is dissolved in small amounts of water leaving a higher proportion of $H^{+}$ ions. In other words, concentrated acid is one which contains a minimum possible amount of water in it. When a small amount of acid is dissolved in large amounts of water leaving a lower proportion of $H^{+}$ ions, it is called a diluted acid solution. In other words, a dilute solution is one that contains maximum water content.
