b. Land reforms were focused upon as the key to the country’s development. It focused on land changes for the development in rural areas.
c. It aimed to extend the level of National Income. Hence, the planners sought to push savings up.

The difference between the first and the second plan was:
a. The first five-year plan stressed heavy industrialization. Whereas, the Second Five-Year Plan stressed overwhelming industrialization.
b. The rise was not as much as expected at the beginning of the First Plan, thus the second wanted to bring about quick structural transformation by making changes simultaneously in all possible directions.
