Around the same time in Europe there emerged many independent city-states, which developed a remarkable system of governance. Among these city-states the most famous was Athens. The citizens enjoyed a democratic form of government. Polis was the term used to denote the area which had democratic functioning. The democracy in Athens implied participation by all the people meaning citizens in meetings and assemblies. The citizens could exercise their right to participate and vote in assembly. However, the people or citizens did not mean all the inhabitants of Athens. Women were excluded and only adult males enjoyed the privilege of being citizens. A large number of slaves who worked in the fields, mines, household and workshops were also not treated as citizens.
