The moderates:

They dominated the early phase of Congress for about the first twenty years. Their methods in the national movement led them to be called moderates - they were not violent but rather were believers of constitutional methods.

They used to put their demands in front of the British government through petitions and resolutions. Some important leaders were Gopal Krishna Gokhale, Surendranath Banerjea, Pherozeshah Mehta, etc.

The important demands of the moderates included -

Freedom of speech and expression, expansion of welfare programmes, promotion of education, recruitment of Indians to high posts in the administration, strengthening of the Legislative Councils and more Indian members in these Councils, holding the Civil Services examination in India and not just only in England, change in the economic policies of the government to benefit Indian industries, etc.
