Despite huge earning potential and productivity, it can be clearly seen that the secondary and tertiary sectors were unable to generate sufficient jobs for labour. The following reasons are given:

The secondary sector emphasises the capital goods such as machines and equipment for boosting the productivities of output. There is a huge demand for machines in the secondary sector but it ignores the requirements of labourers in the factories. Therefore, this sector uses a capital-intensive technique. Hence, the employment in this sector does not boost at the larger levels.

The tertiary sector is unable to generate employment opportunities because of the fewer good professionals. This sector undertakes a huge demand for high-tech professionals who can be hired at the higher pay packages. This sector leaves less scope for the people who are less enthusiastic about technology and other services.
