Sharing of powers is a unique feature of democracy. The more the power is shared, the more democratic is the government. Sharing of powers means that it should be decentralised, both horizontally as well as vertically.

Horizontal decentralisation of power takes place when the three organs of government, namely, the legislature, the judiciary, and the executive are separated from each other.

Vertical decentralisation of power takes place when the three levels of government that is the central, state, and local government share the powers.

For national development and for effective people's participation, the self-governing institutions at the local level are essential. They form an integral and indispensable part of the democratic process. The main idea behind decentralisation is that there exist many issues that could be best solved at the local level.

Grass-root democracy enables people to feel a sense of responsibility and enables them to inculcate the values of democracy. It also offers the chance to participate in public affairs, including development work. In a vast, diverse, and complex, country like India, decentralization is also a political and administrative necessity.
