Chola Dynasty:

The Chola empire was divided into provinces or mandalams for administration purposes. These provinces were further divided into Valanadu (districts), nadu (group of villages), and finally kurrams (villages). The villages were considered to be the basic unit of administration. These villages were governed by assemblies that held the society together through its feature of autonomy and self-sufficiency.

The Village assemblies:

The village assemblies comprise ur, sabha, and nagaram.

The Ur was an assembly of common villages where the land was held by all classes of people. The membership is provided to all the villagers.

The Sabha was an assembly of Brahmadeya villages where all the land belongs to Brahmins alone. Sabha usually have members from elite and learned communities which commanded the respect of all the other assemblies.

The Nagaram was an assembly of local merchants and traders. They hold a dominant position in the villages.
