The Panchayati Raj system is a three-tier system of local self-government. This system is based on the division of power at different levels within a state. Its structure is explained below:

Gram Panchayat- It is at the lowest level of the Panchayati Raj system. Gram Panchayat is constituted at the village level by conducting elections. Gram Sabha is the body at the village level, which participates in the election of the members of the Gram Panchayat. It is responsible for the development at the village level.

Block Samiti- It is also known as Panchayat Samiti. Gram Panchayats of a few villages combine to form a Block Samiti. It consists of the chairpersons of Gram Panchayats and other important persons like MLAs and MPs. It is responsible for various developmental works at the block level.

Zila Parishad- It is the top-most governing body of the Panchayati Raj system. It consists of all the chairpersons of the Block Samitis in a district, MLAs and MPs elected from that area, and many other officials like District Collector, Superintendent of Police, and District judge. It is responsible for the development of the rural areas at the district level.
