Conservatives believed that established traditional beliefs of the state, society, like the church, social hierarchy, family, and property should be preserved. They believed that modernisation can only strengthen traditional institutions of governance. For instance, abolishment of feudalism, serfdom, and effective bureaucracy could strengthen the monarchies of Europe.

It was decided in the treaty of Vienna in $1815$ that the conservative wanted to undo the changes that came during the period of the Napoleonic wars. They restored the bourbon dynasty to power. Russia was given a part of piedmont and Austria was given a part of Northern Italy.

The regimes set up in $1815$ did not tolerate dissent, and they questioned the legitimacy of the autocratic governments. The ideas of liberty and freedom associated with the French Revolution were censored by the conservatives. However, the liberals continued to follow the idea of the French Revolution.
