Trans isomer has the zero dipole moment because it is cancel out. Dipole moment is a vector quantity. Cis isomer has some dipole moment because it is not cancel out.

So, the compound $(c)$ has dipole moment greater than compound $I$ .

$(b)$ Melting point is directly proportional to the packing. Trans-Butenedioic acid has higher melting point than cis-butenedioic acid because of the good packing of trans isomers.
