Natural numbers are those used for counting and ordering.Natural numbers have full values mean these are not decimal number or fraction number only a whole number are natural number but zero is not a natural number.

Rational number is a number that can be expressed as the quotient or fraction $p / q$ of two integers, a numerator $p$ and a non-zero denominator $q$ . Since $q$ may be equal to $1$ , every integer is a rational number.

Given, $\frac{5}{3}$ and $5$

$\frac{5}{3}$ is already denoted in fraction $\frac{p}{q}$ and we can expressed $5$ as $\frac{5}{1}$ so now $5$ is also denoted as fraction.

So we can say both numbers are rational number.

Hamid is wrong because he says only $\frac{5}{3}$ is a rational number and shikha is right because she says both are rational numbers.
