Shivaji's administrative system, which was distinguished by a prudent combination of military might, diplomatic skill, and effective governance, was a major contributor to the success of his reign. The Ashtapradhan, an eight-member council of ministers, formed the backbone of Shivaji's administration and was instrumental in providing important advice.

In addition to leading the council, Peshwa oversaw administrative matters. Senapati oversaw military matters in his capacity as the army's supreme commander. Nyayadhish oversaw the administration of justice, guaranteeing impartial court cases. The person in charge of finances, especially revenue collection, was the Majumdar or Amatya.

In his capacity as general secretary, Pant Sachiv oversaw administrative documentation. Managing diplomatic connections, Sumanta took care of foreign affairs. Mantri oversaw the intelligence division and concentrated on obtaining data. Dandadhyaksha was in charge of religious affairs and made sure that different communities got along.
